In California, where earthquakes are prevalent, many towns and cities have passed ordinances that require apartment building owners to retrofit their buildings if they have apartments over a carport. This condition is called "soft story". In a "soft story" condition, the carport area would be destroyed in an earthquake, along with the apartments above it.
